Filtering out nonsensical/missing questions

We get too many nonsensical questions on AB now where posters enter a question title and leaves the question details section blank. Is it possible to filter out questions where the details section is empty?

Do you not think that this is usually because the poster had intended doing a search of the site and had submitted it as a question in the wring box, the two boxes are identical and it is easily done.
dot, thats like putting diesel in a petrol car, easily done but no excuse

It seems much more common that it used to. Does AB look different, perhaps, for users with a handheld device.
I must admit that when wanting to respond to questions I have recently clicked REPORT THIS rather than REPLY on a few occasions
It's a bit more sensitive now.

I filled out the question box and pressed enter by mistake....and it posted. I had to answer my own question title with the actual question.
It could easily be done that the SUBMIT button is disabled until the DETAILS box has text in it.
