11a. Clue is 'second embezzler is better'. I have S_E_U_ _ T_R. I can only think it is 'speculator' but I can't work out why. Any help gratefully received.

peculate: to steal or take dishonestly (money, esp. public funds, or property entrusted to one's care); embezzle.

Speculator = Better/punter

S (second) + Peculator (embezzler) = Speculator
