where do you live? If its anywhere near London it may well be ring necked (or rose-ringed) parakeets- there are thousands of them now living wild. Dont know it fits your description that well. Mostly green- bit of black at the throat. What was the body colour of your sighting?

no i live in wales, they have black bodies, yellow heads and like long black pointy bits coming out of the top their heads! i make them sound like aliens now! but they are very pretty, and have been in the same place for the past couple of days.
maybe a lapwing. if you have a look on the rspb website they have a bird identifier section and you can see a picture of one. or just google 'lapwing' and you'll find a photo there.
Having said that they are much smaller than cockatiels - so I am probably wrong!
