think this ones not been answered as we are all a little worried about what you want a voice changer for!! though, from watching films, I believe for those ransom calls a piece of cloth over the microphone is the traditional way to do it!!

On a serious note, if your VOIP calls are being routed to an UK PSTN telephone system at any time it is against the law to use a voice changer of any sort over the public phone system, though not sure if this has ever been enforced.

Thanks for your comments and i must admit i didn't think about the sinister side of wanting a voice changer, i stumbled across a link for such a program where you can change your voice when useing voip or in my case Skype and i just thought it would be a funny thing to do when talking to my mate when we are gaming or when talking to my brother in law in Spain. I dont know if Skype is routed through a UK PSTN ( to techy for me to understand ) i just wanted to use it now and again for a bit of fun as it seemed like a good idea at the time, but thanks again for your views on this and perhaps an helium balloon will do just as well.
