Well Spoken Man on Top Gear

I have recently been watching a repeat of Top Gear on Dave. It is the episode where they reveal the new Reasonably priced car for the celebs to drive. They are out on the track waiting for celebs to arrive and the first guy is a well spoken man whom they do not recognise and Clarkson puts his name on the board as 'well spoken man'. Who is he?

I had thought maybe Mark Thatcher, given his driving ... erm ... prowess, but now you come to mention it, Major Hewitt is a distinct possibility.
