Watch The Dog Whistperer on TV for lots of ways to train your dog.
I have had problematic puppies who really hate the lead and either squeal like a pig, or sit down and refuse to move. I attach the lead and play with them, letting the lead drag behind, eventually they forget it is there. You can then start picking up the lead and letting the puppy go where it wants around the garden, again with no pressure from the other end, until they get used to it. I always train my puppies in the home first, until they are ok before I take them out, and then choose a quiet area, as their first introduction to traffic can also be daunting. I also find taking them out with an older dog helps. Hope this makes sense!
All that Jules said, plus: train your pup to walk to the side of you without the lead first thus avoiding the 'dog walks man' syndrome.
