We are moving to a new house and we want to change what it is called.  Are there any special procedures?  Who do we have to notify?

You just have to start calling it by the name that you want it to be, there are no legal procedurs.
No, I'm sure you have to notify people. What if you needed the emergency services and they couldn't find your house because you'd changed the name and it wasn't on their map/records and what about the post office, how would they deliver your post? I'd ask at the post office, I'm sure they'll be able to help you.
Iwould advise you to contact your local council as they need to check for same name in the road I think it is probably the planning dept who deal with this.
