Is the UK the only country that runs a Motabilty scheme-do any other countries have a similar scheme?

Many other countries have a Motability Scheme
I'm not in the UK, so I have to ask: what is a motability scheme?
It's a not for profit government scheme where disabled people can lease a new car for 3 years, with the payments going directly from their government funded disability living allowance.
It works out very expensive and should be avoided unless there is no other way of affording a car.
Thanks, hc.... Ontario does not have a similar scheme, and I doubt whether any other Province does. What about non-disabled people who can't afford a car?

How is it cheapest? You pay all of you mobility allowance, £42 a week for 3 years. That's over £6500, and at the end of it you own nothing. If you want more than a basic car you have to pay a large lump sum in advance.
I bought a small car, brand new, for £7000 3 years ago and I've just sold it for £4000. That car has cost me £3000 over 3 years, not £6500. The insurance was £120 a year and the tax was £30 a year when I last taxed it.
Motability cars restrict you on your mileage and penalise you heavily if you drive a lot of miles. You are also 'fined' if you don't look after the car properly.
As far as I am aware there are NO other countries who do the Motability Scheme, I'm sure i was told this on one of the many Motability courses i have done. It is all do with our benefits system and was set up solely for the UK.
hc4361 - it sounds like you bought your car new when prices were at a low. You have done very well only losing 3000 but how much for another new car? Not 7000 this time i am sure. Customers can get for eg a Focus 1.6 Zetec 5dr with no 'Lump sum' with a RRP of £17000. In 3 years time that car will be worth around 6000. The customer gets the car taxed, insured, and FULLY maintained. Their ONLY costs are fuel and £75 excess on accident claims. It is the cheapest way to consistantly and continually have a new car every 3 years.
Jonathan, I've just paid £7500 for a brand new automatic, cash. Can't be bad.

Nearly £2200 a year to lease a car is not cheap, and if the disabled person dies then the family is left with no car. I prefer to keep the cash.

Think of it this way on finance -£168 p month will not buy a new car taxed , insured , maintained- you would need at very least £300p month
Mileage allowance is a healthy 20,000 miles pa
Contract hire is not the only option under the motability scheme. You can also select a car, negotiate a price direct with the dealer, and buy in on HP. At the end of the finance period, you own the car.
