Leaking Over Pipe

Hi,
I have recently bought a new House, but have a problem with the Water Over Pipe coming out of the Loft looking over the Garden.
It leaks every so often and can be quite heavy or very little.
I have to turn off the water to stop it.
A friend has cleared limescale etc from the Pipe but is still doing it.

Any ideas on what it could be or what i could try to sort it out !!

Sounds like a leaky valve in water tank in loft . The ball C0ck should shut water off at certain level below overflow outlet .If the valve is faulty then water still drips in raising the level.
it is the same arrangement as your toilet, when the water fills up after a flush a valve closes the water supply at the level you have set.
the valve in your loft requires some new washers or a new valve to replace the one letting water pass by, instead of closing the water supply
Hi plaice, if it is the old type ball valve with a metal arm going to the ball you could try bending the arm down just a bit and see if that works so that the ball touches the water a bit sooner. Otherwise you will need to do as terence says and either change the washers or the ball valve itself.
