Not sure - could it be Tea for Two Cha Cha Cha style. Look on UTube and Tommy Dorsey is playing it but cant find guys with balloons on UTube so not sure

the balloon dancers on OTT were "Greatest Show On Legs", the tune they danced to was called "Wheels".

Yes, Wheels it was. I have the most embarrassing memory of my mum doing some stupid dance to it a wedding and everyone (except me) thinking it was hilarious. Original recording here - and I still love it.
