Is all the food in Brussels served lukewarm or is it because we were British and they thought anything would do....??

Have you complained at this particular establishment? There might have been a reason or cause for this.
This 'because we were british" attitude is really pityful.
It's a long time since I was in Brussels, but I think it can be safely stated that no, not all the food served there is lukewarm - indeed, many foodies consider that there is better eating in Brussels than in Paris or London. If you actually want lukewarm food, the place to go is Greece, where there is an old joke about a Greek wife calling to her husband on a hot summer's day "Come on and eat your dinner before it gets warm!"
No, not at all. I've been many times and the food is always superb. I reckon you just got unlucky at that particular establishment......and that can happen anywhere, not just Brussels! Methinks that you are perhaps being as racist as you are accusing the Belgians of being ;-)
Do you honestly think the waiter took your order, realized you were British, went into the kitchen and told the staff there to leave your food lying around for a bit until it was nicely tepid because you were British and that would show you a thing or two? I mean, come on . . .
I'm sure also that many of our european neighbours do not attach the same importance to having to receive the food at the temperature of molten steel which seems to be a particularly British requirement. I have an elderly relative living in Spain who regularly comments thus.
