Web Page sizes

Hi Guys, Can you explain why when opening a web page sometimes opens "Full-Screen" and sometimes "Restore Down" size meaning I have to "Maximise" myself.
It's not a major issue but if there is a solution I know you guys will have an answer. Many thanks.

If the site opens up smaller than it should be, then either maximise or click on the side bars and pull it into shape. Once it is the right size exit via FILE/EXIT and it should remember to start at the correct size next time.

Sorry to say I have tried this method but doesn't work. Some pages open normally and some doesn't. Any further help will be appreciated.
