hi i have an 19month old and he is still not walking and has some special needs.we need to take a pushchair that lies flat ,do easy jet allow that sort of pushchair or just allow buggies?

I should think its treated as a normal buggy.You can take it as far as the aircraft and then hand it over to the loaders,or book it in at a charge to go on the conveyor.
