im just not on the right wavelength with this setter. is it me or is this very tough...i can see that 22 across is command as in direct but how does the clue work?

and i cant see 3 down even though i have all the crossing letters...is in everted?
always = ever and ted means to spead grass so it will dry out.
Trying to remember the wordplay for 22a - didn't sleep last night + brain not functioning too well:o)

Thank you didn know the mea ning of ted and as doing this at 0600 in Toronto brain not functioning too well here...Is 6 down deskill in your view and why i can seee it downgrades an official but the second part of it isnt clear which just leaves 12 across
