It's probably the most visited place in London, but since ghosts only exist in the minds of some people the most haunted place can be anywhere you want it to be, Tower of London, Blenheim palace, York minster, 23 Railway cuttings..............

Yes, the Tower of London is reputed to be the most haunted building in London. The most haunted house is said to be 50 Berkeley Square (still not as many ghosts as the Tower, though).
