if registered on a council list for a town in one county for yearrs on end and got nowhere do we have to start at the very bottom of a council list in another county or can it be swapped over?

My friend in Walsall was wanting to move down south. She had to advertise herself, and eventually got the swap she wanted. She and the people she swapped with, had been on the transfer list for about 6 months, but nothing was happening until she put an ad in the local paper of where she wanted to move to.
I think the op means the waiting list full stop, not transfer list which is completely different

Definitely! New council, new list. Why would you think you could move to another area and be given priority over locals in that area which is effectively what you would be doing. How would you feel if you were suddenly fifty ( just a random number) places lower in your own list after fifty people had moved into your area from another area. Somewhat cheesed off I expect. Now, if you were an immigrant I dare say that you could find yourself jumping the queues! ;o)
do you think i should contact manchester council and tell them my old man no longer needs to be on the list.
( have a letter from their housing department dated 1947 or 48)

I don't know where you live squarebear but down on the south coast we have god knows how many foriegn couples/ families that the council is obligated to allocate suitable housing ahead of those already waiting! That's a fact - I know, my brother works for the council housing department and often comes home fuming at the injustice.
