Hi, you are going to have to give it all a good sanding so that the paste has something to key to. I would sand it and wipe the walls down afterwards then size them and see if that dries If the walls dry out well you should be able to wallpaper. I would use ready mixed heavy duty paste as it will help the paper stick better.
