What happens to the water used by commercial car washes.  Is it filtered and recycled?

yes. it runs off through the drainage and back into the machine. Quit a lot of it gets lost though, especially if you don't have a dry cycle
Any water that actually gets caught goes through a filter and re-used. There is a fair amount of lost water though,  plus there's always the problem that if the filters aren't cleaned regularly you could end up being "washed" with dirty water.
It all goes down the drains where it joins all of our other waste water.
