Is it illegal to clamp and / or tow a disabled persons car?

Apart from the exceptions afforded to disabled drivers, as defined by the Blue Badge parking scheme, they and their vehicles are otherwise subject to the road traffic regulations as much as any other road users.
Although vehicles displaying the badge cannot legally be wheel clamped on the road, you CAN be clamped/towed away on private property (i.e. off road parking etc.)
