why is this beautiful french song title such? It really does not match the lyrics...

This might help. I think its a lament of the hillside (butte). If you read the English translation, it kind of makes sense. I think the Windmill may be on a hill
presumably the butte de Montmartre, the hill of Montmartre in Paris? It still has one or two windmills left, I believe.
