Why is body hair generally a different colour to head hair?

I guess it depends on the type of skin cells under the hair. Ever notice how skin looks very different on different parts of your body? Well this is just magnifies in the hair, which is simply dead skin cells.
Plus, underarm hair and... um, hair elsewhere, isn't as exposed to the sun as head hair is.
