Subject to planning permission is it possible to build upwards and make a bungalow a two storey house?

You'll need to get a proper survey done first - the construction of bungalows and houses is quite different. A house will have stronger foundations, and load-supporting walls built in to its structure - load-supporting walls are not required for a one-storey building, so ensure it is feasible before you commence construction, otherwise the whole thing will collapse!
