Has anyone done this? If so what sort of costs involved and how easy / hard was it to do. Also how about planning permission please DD

Planning is not normally an issue here, because you are not constructing anything new. But check, because it may depend on the space you have on your drive to accommodate vehicles (given that they can no longer fit in the garage.
Clearly you are going to have to thermally and vapour insulate the garage, and generally meet Building Regulations. There may be other issues with minimum window sizes - it rather depends if and how you want to put internal partitions in.
The most expensive aspects to the project may be to arrange for drainage, in respect of kitchen/bathroom/loo - it depends where your sewer access is in relation to the garage.
go to the town hall and check your planning permission on your house.

when we were thinking of doing this we checked our deeds at the town hall and surprisingly there was a detailed part which said that we needed to submit full planning permission for any change of use to the garage.

just beware. better to check and be sure than be sorry. its free to check your plans - just ring the local planning department - they will hold copies of your plans, usually on microfilm which you can view free of charge.
