The words offered above are all perfectly good alternatives for 'cheap', but for 'cheapest' something further is required and to do that in one word is not easy. 'Least expensive' answers the situation, but it does involve two words. Perhaps using a hyphen is acceptable in that it creates, effectively, one word. So, how about lowest-cost?
Cheap does not just involve money, of course...it can mean poor, shoddy, nasty etc...and in that case a superlative form is easy as poorest, shoddiest, nastiest etc.
