= 0.15 * (cell ref.)

where (cell ref.) is the cell holding the price before VAT
I assume you are looking for more than the answer of change *0.175 to *0.15
Are you looking for a formula to replace the old 7/47ths calculation to work out the VAT element of a price? You need 3/23ths- ie gross price*3/23
If your spreadsheet is correctly constructed, the the VAT rate should be held in a single cell at the top of your spreadsheet. Any calculations within the spreadsheet needing VAT should then refer to that cell using absolute cell referencing.

That way, a change of VAT rate only needs ONE cell to be altered (the one at the top). Then you don't have to search through every cell of a spreadsheet to make changes where necessary and risk missing one or two or introducing errors.
gen 2 is right but...be careful. If you have a spreadsheet which was in use when the vat rate was 17.5%, altering the cell which contains the vat rate will alter all the cells referring to that rate - including the old ones which required working out at 17.5%
