hello, i need to put a rotary washing line in my garden, just not sure how to go about it! If i use a 'ground spike' do i still need to use cement?! Many thanks in anticipation, kate

The trouble is that these things put enormous lateral force on the pole when the wind blows, so if you don't anchor the ground spike / centre hole very firmly it will gradually waggle loose.
You could try it, but probably better to set it in concrete from the outset. Dig a hole maybe 400mm in diameter and 400mm deep. You can fill to below the surface of the ground, enabling other materials to be put over the concret pad below it.

thank you buildersmate, would i just get a bag of concrete from B&Q?
That's the most convenient way for just a small volume. Probably needs two/three of those 25kg bags though.
