Have my BB opened to general use no need for punters to enter codes etc here. Neighbor 25yards away shows network connexion that requires entry codes etc.

My BB says 54Mbps but connexion seems slow. Do you think others are using my network & interfering with my BB?

Should I restrict my connexion?

the 54Mbps refers to the wireless transfer rate for computers connected to that specific router. the speed from your computer to the internet as a whole will depend on your connection speed which the average for the UK is around 2-4Mbps
Yes you most certainly should restrict your usage.

Apart from the security issues, there are legal issues too.

The owner of the internet connection (i.e., owner of router) is responsible if illegal stuff is downloaded.

So if someone found your router's wifi signal and used it to download some illegal porn, the police would be knocking on your front door.
