According to the visit4info website which doesn't make it clear, it's either Paul Casey or Adam Castrell.

Paul Casey is the guy in the Foxy costume. If ever you listen to him speak (he plays a lot of Doctor Who monsters, so is often interviewed on Doctor Who Confidetial), you would know it is not him providing the voice-over for the ad.
