22 bones a capital, that of Finland, dug up (6) F _ M _ R _ (FEMURS, but not sure why, apart from bones and capital of finland).

many thanks all. looks like my 14ac was wrong then:

Feline decapitating people dined, then put in chains (8). I had CATENARY but if 7dn is CLARET then must be CATENATE.

22 FEMORA is also a plural of femur. In reverse A ROME (the capital) and F for Finland.
