Under English (and Welsh) law, using abusive words or behaviour is an arrestable offence if it occurs anywhere other than within a private dwelling:

I'm sure that the Scots will have similar legislation.

I've worked in, and managed, several bars and I've ordered lots of people out for swearing.

Anyone who swears out loud in public is an "ignorant yob" and as far as pubs are concerned the landlord/manager is responsible for keeping an orderly house.
Swearing should not be allowed under any circumstances.
