I have a steel cocktail shaker with an internal rubber pad which has become detached. is there a glue which sticks rubber to metal and won't poison the drink?

Silicone adhesive sealant,NOTone containing fungicide.You may get a whiff of vinegar(acetic acid) for a short time ,but soaking with several changes of water should clear that.
