I'm not sure you can actually change them - if you tell them you've moved they might ask who the owner is or will probably send something to "the occupier"
does the ex partner agree? if so, i cant see why not, if not then cancel whatever it is and if he/she wants it they'll HAVE to put it in their name. if you could just change names, i could change my bills to your name!
The fact that the bills are in your name while you were both togther suggests you were quite happy with this arrangement. Now, you are unfortunately no longer together, it sems like revenge to me and I would say morally you are obliged to pay the bills in your name.No doubt there are bills in his name too which he would be obliged to pay and he could quite easily make the same argument you just have. Sorry, but that's life.
You don't say what the bills are. If they are things like credit card debts then no - you are legally liable. What you can do is to make sure the account is no longer used so that the debt does not increase.

If you are talking about houshold bills like gas, water, phone you are responsible for the debt outstanding on the account up to date. But you can close the account if you are no longer living there and future bills would be in the name of whoever is living there.

Council tax is different. If you were living together you are both fully liable for the whole amount of the tax, whether your name is on the bill or not.

Misunderstandings here. I have moved out and some of the utilities are in my girlfriends name and she will be paying them in the future with her new partner. We have agreed a child support figure and I am renting nearby. She earns more than me amyway but is it a formality to remove my name from bills in case of non payment in the future. If I am not there I cannot guarantee the money I am paying is towards these bills.
With respect lacuna bless, you haven't answered themas' question on what the bills are? Without that knowledge I doubt you'll get a definitive answer. Also. I apologise as I thought you were female.
When I tried to take my name off the electricity & gas bills they requested to speak to my ex to gain his permission. This was no problem for us as we are still on good terms & I just went to the house while he was there and we both spoke to the customer services. I think they would need your girlfriend's written permission if you can't do the same. Hope this helps
