What is the law regarding dogs on public footpaths? Are they allowed to be off their lead?

Yes.
However in fields with livestock they should be on a lead.

ok....i always have my 2 on extending leads but when i see dogs coming i keep it short. the loose dogs always come running round mine and wind them up so that is allowed?
They must be 'under control' whatever that means
This is Cornwall Council but is applicable throughout England and Wales
