My potted agapanthus has been in the cold frame during the depths of winter. It has remained very green and I have started to give it some water. When should I bring it out? Will it be ruined by frost?

Scrape off the top two inches of old compost add some new, increase watering , harden the plant off by standing it out on nice days, bring it outside in about two or three weeks. If frost is forecast just cover it with another pot, a cloth whatever you have , should be ok.Agapanthus flower better if slightly potbound.
