Rear Brakes scraping

Last week I had new pads put on the read discs... anyone know why they would NOW start to make a scraping noise?
Could it be a disc issue?

Hi, you stated that you had new pads fitted to the rear, before re-fitting did you CLEAN the edge of the disk? On the in-side + Outside you get a build up of loose metal this is due to age & wear make sure this area is clean before replacing any done job to the brakes ( Pads or linings.

They are pads. Also it turns out the guy who fitted them had told her that the discs have a slight lip on them.
Presumably this could be making the scrapping noise (which only occurs when braking)?
