It sounds to me more likely to have been said/written by a clergyman or philosopher intent on drawing a lesson about life in general rather than a real sailor speaking of the sea.
The idea underlying it is surely that we can lead our lives more or less successfully, if we are guided by how best to handle life's difficulties, using our various skills. In the same way - by trimming his sails - a sailor can bring his boat safely to shore whatever the wind conditions.
