Before i start using ebay to buy stuff do i need to do anything with my ebay and paypal account? such as linking or registering them?

you need to link them as they work together and are owned by the same company EBAY ! when a time come for you to pay or accept payment paypal will step in and ask you to login tomplete the transaction or ask for an alternative method
