Everytime I do the washing, I end up with bits of powder still on all the clothes after they've been washed.
I've tried other powders. Doesn't matter if it's a cool/hot wash & i've tried using water softener to no avail.
Think i'll have to resort to liquid but my question is..... what's causing this?

How old is the machine? are you sure it is washing powder?

I'd think it's more likely (especially if you live in a hard water area) it's spots of lime scale that has built up in the machine and is flaking off during the wash

Try running a load with no powder in it at all and if it still happens then it's not the powder.

if it is limescale you could try running an empty load with one of the descalling products, but if its really bad then a machine strip down and clean may be the only option (not a easy, quick or cheap job!)

Definitely move to liquid - more economical as there is a lot of filler in powders.
Also you can pour some directly on problem areas.
I agree that limescale is the likely cause of your problem. I too had a similar situation, and now use a descaling product in with my wash once a month. This seems to have solved the problem.
powder does leave spots but nothing to that degree
I'd agree with our Chuck.. sounds like limescale... I had this problem for a bit but got around it by washing all my clothes inside out !
^^^ which was only a temporary solution whilst I sorted out the limescale !
