They are used in show dogs. Apparently castrated dogs can't be entered into official dog shows, so owners use these  to try to bypass the system - hoping that a judge while running their hands over the dog to check that it is intact, won't notice they are false!

I know that the last cat I had neutered looked really surprised when he lifted his leg to wash his bits & found that they had vanished..and I felt SOOOOOoo guilty!!
