had my bathroom totally redecorated and re-tiled a few months ago, as the black mould on silicone and grout was driving me MAD! Now it's coming back again! Is there anything that actually works?

Domestos Grotbuster is very good, but don't leave it on the silicone for more than 5 minutes.

Zacsmaster's right. After the shower run, turn off the heating and open the window or put extractor fan on and leave a good hour. I've done this for 20 years and not one bit of mould on tiles or silicone.
Before repainting you should have painted the ceiling with either Blackfriars Stain Blocker or Thompsons Water Seal, PVA may also work this would prevent any mould in the ceiling coming through. This will prevent existing mould returning the only other way is to replace the ceiling but would be far more expensive.

Install a fan or open a window in future to prevent future mould.
