A driver is guilty of careless driving if it can be shown that his driving "fell below the standard of that expected of a careful and competent driver".

So the answer to almost all of the questions you pose is yes, those examples do show that careless driving took place.

However, as with all offences the police firstly have to take an interest in the incident (and I would suggest that they would not do so in many of them unless they happened to be present by coincidence) and secondly have been able to gather enough evidence to prove the offence.

new judge i clipped a wing mirror about 2 weeks ago, there was no damage but i still reported it to the police for some reason giving them my details and the other vehicles details(oh the other vehicle was a parked car)would this be enough evidence for the police 2 take it to court,no 1 else reported the incident to the police do you think the case will go any further?thanks.
You reported it to the police as you are required to do under the law. (You must either exchange details at te time of an incident, or, if this is not possible, report the matter to the police).

I doubt very much whether any further action will be taken.
