does anybody know where i can buy a self cutting outside tap kit to fit 8mm water pipe as all the ones that i have seen so far are for 15mm only?

Screwfix do a 15mm/8mm reducer fitting, maybe that`ll help you out

are you sure the 8mm pipe is a mains cold feed?not a usual size unless part of a mixer tap.
