why does my dog Snort sometimes I guess that is what you would call it but she stands real still and starts snorting like something is stuck somewhere in her throat or nose

This is sometimes called 'reverse sneezing' and if you put your hand over her nostrils so she has to breathe through her mouth then it will stop. It is to do with the soft palate and it needs the dog to breathe through the mouth to make it work.
Has the dog eaten slugs or snails? The mucus remains in the throat causing snorting. Feed damped down dry food....that will help clear it.
