Rusting radiator!

The bottom of my radiator in bathroom is rusting. My husband tried painting over it with radiator paint but rust is showing through again. Radiator is only 2 years old. Any hints how to get rid of it?

Remove all loose rust with scraper, wire brush emery paper. Treat with rust preventer i.e. trustan or similar following instructions on container. Repaint with metal primer and then undercoat and top coat.

I would advise you to replace the rad or you might have to replace the ceiling as well !!!
