I suppose you mean the 24s? It's perfectly valid and completely interchangeable with 00.

GMT is the Greenwich mean time and the other time is BST
British summer time.

Obviously somewhere they still observe GMT.

I don't know where though!!

I was thinking more about the use of 24 instead of 00. It certainly isn't interchangeable.
