Do block planes need a honed edge and is the bevel placed down (as in a normal plane) or upwards for planing end grain?

Many thanks in advance,Bricro

As with any hand plane, the edge needs to be as sharp as possible. It's placed in the block the same direction with the bevel down, however, I've used this technique for years to avoid the end chipping, especially with hardwoods:

Use only a small reveal (amount of blade showing) for end planing. Best of luck!
