When did it become legal to use mobile whilst driving

In thursdays Daily Mirror Greg Norman was stopped by pilic for this but let off after he charmed the Merseyside WPC.

Does this new ruling apply to us all.

I have e mailed the merseyside police for an explanation.

Way to go Doc -have no time for fools who use and abuse the law as the big I ams.

I dont use my mobile whilst driving-it happens to be way too distracting -for me anyway.

Its like the Polis who come off duty and get a lock in at their 'favoured' hotel -get bleeshed then drive home at silly o' clock -yip one law for some !!!

Doc I once was in a pub where there were a load off coppers having a do there I know for a fact one off them had at least 7 pints of guiness and wine as well and as we were leaving I saw him get in his car and drive away
