Can somebody tell me whether local authorities HAVE to offer a council tax rebate to disabled people who fulfil certain criteria or whether it's up to the individual authority to decide?

No, it wasn't Council Tax Benefit I was talking about but what's called Disabled Council Tax Reduction (I've found out the name of it since posting my original question).

I phoned my local council tax office to ask if they knew they answer but unfortunately, they didn't. They were able to tell me how it works, how to apply and what the conditions were but not whether or not it was obligatory for local authorities to offer it. I'm not sure where else I could phone to find this information.

Any ideas?
