Spyware Removal - Nothing Works :(

Hi there, i recently formatted my PC - and possibly with it being unprotected shortly after the format, i now have some sort of spyware: When im browsing the internet using IE 7 - i keep getting new windows (i even have a pop up blocker) coming up, normally 2 at a time - and similar in subject with what im browsing at the time. i installed and run: Ad-Aware Spybot They pick things up, appear to fix it - but unfortunatelly are not getting rid of this! Please help!, thanks, Neil
