Yes, I did it and it's easy. No need to register for VAT unless your turnover is high and likely to exceed he limits.

Yes certainly.

Thousands of people run their own business on the side whilst holding down a full time job. I do to a rather trivial extent these days as my sideline business is fairly dormant these days.

The VAT limit at which one HAS to register is somewhere just over �60k/pa.
